Democracy and War——How We Respond to War Threat from "Democratic Countries"

在深入探讨民主的过程中,民主的一个十分重要的方面被忽略了;而且,恰好是在这一方面,我们有意无意地接受了发达国家一个新的神话:民主国家之间是不打仗的。由此又可以得出一些推论:民主国家的本质是爱好和平的,如果与民主国家发生战争,那么,其对手自然是独裁或专制国家,因此,这些国家在道义上是应该被谴责的。在当今社会,这样一些观念都值得我们作出进一步的梳理,并保持相当的警惕。

In discussing the concept of democracy, we are likely to neglect an important aspect, for which we naturally accept a new legend of developed countries： democratic countries never wage war among them. This hence gives such extended conclusions： democratic countries are peace lovers in nature, and any country who goes to war with a democratic country is dictatorial and should be condemned. Such a view should be further consulted and needs our constant vigilance.
