一、BOT方式及其特点 BOT是英文＂Build-Operate-Transfer＂的缩写,意思是＂建设-经营-移交＂.典型的BOT定义是：政府就某个基础设施项目与非政府部门的项目公司签订特许权协议,由项目公司来承担该项目的投资、融资、建设、经营和维护,在特许期内,该项目公司向设施使用者收取费用,以此收回项目投资、融资、建设、经营和维护的成本,并获取合理利润,政府部门拥有对这一基础设施项目的监督权;特许期满,项目公司将该基础设施无偿或以象征性价格移交政府部门.
