提升各类商业银行和农村金融机构服务新农村建设的能力探讨

Probe into the Capacity of Upgrading all Commercial Banks and Rural Financial Institutions Serving Construction of the New Rural

构建一个功能完善、分工合理、产权明晰、监管有力的农村金融体系,提升农村金融机构的整体功能,是农村金融改革的目标,也是社会主义新农村建设对农村金融的需求。新一轮农村信用社改革取得了可喜的成绩,农村信用社作为支农主力军的作用日益加强,但其产权制度还需进一步明晰、法人治理结构还要完善、管理体制还需理顺,否则就不能适应新农村发展的需要。同时,其他农村金融机构也要进行改革,以满足新农村建设在资金上和金融服务上的需要。

Abstract： Construction of a functional improvement, rational division of labor, clear property rights and effective supervision of the rural financial system, improve rural financial structure of the overall function, which is the reform of the rural financial goals, is the building of a new socialist countryside of rural financial needs. A new reform of rural credit cooperatives has achieved gratifying results. Rural credit cooperatives in support of agriculture as the main force in increasing role, but their property rights system needs further clarity, also corporate governance structure and management systems need to straighten out, otherwise it will adapt to the new rural development needs. Meanwhile, other rural financial institutions should also be reformed to meet the new rural construction funds and financial service needs.
