产业集群已成为推进区域快速发展的重要途径,创新是产业集群的本质属性,为其提供持续的动力。关于产业集群研究已经开始转向政策的层面,而我国目前的产业集群政策研究才刚刚起步,产业集群创新政策的研究则更不完整。从创新的角度界定了产业集群政策的内涵,然后提出产业集群创新政策背景、思想和实践的理论框架,最后根据该框架就我国的集群现状做了政策响应,既丰富了产业集群的理论研究,同时又对集群战略的实践具有一定的指导意义。

Industry cluster have become an important way to accelerate regional development, and innovation is the essential attribute of industry cluster and supply perpetual drive to it. The study on industry cluster begins to turn to cluster policy,and it＇S more unperfected on the study of industry cluster innovation policy. The article defines the meaning of industry cluster policy under irmevation, and then put forward the research frame on background, ideology, implement and evaluation of industry cluster policy. Finally, the paper gives rise to policy responses, which enrich the theory research of cluster and have practice signification on guiding cluster strategy.
