Constructing innovation country is a current significant strategy, construct the innovation country must promote the independent innovation ability. Promote the independent innovation ability must establish an integrated intellectual property service system. The key to establish the intellectual property system lies in the establishment of the intellectual property intermediary service system. This paper has some analyses about the function,the action mechanism and the realization way of the intellectual property intermediary service system in the independent innovation.
