发展循环经济是建设资源节约型、环境友好型社会和实现可持续发展的重要途径。在土地资源利用中大力发展循环经济,对土地可持续利用、经济社会和生态环境协调发展、构建社会主义和谐社会具有非常重要的意义。在土地资源利用中,吸收循环经济"减量化、再利用、再循环、再修复、再思考"的基本理念,从统筹区域发展、集约利用土地、加强生态建设、保护生态环境、调整农业结构、发展替代产业等方面创新土地利用观念,把高效利用和循环利用联系在一起,旨在为实现土地资源可持续利用提供借鉴。

To develop circular economy is an important means to build the saving resource type and friendly environment type of society. It is an urgent need of the goal of comprehensive construction of well -off society as well as the implement of scientific development idea. To develop circular economy in land resource use was very important to land sustainable utilization, coordinated development of economic society and ecological environment and structure harmonious society. During the utilization of land resources, the basic idea of circular economy about ＂ reduce, reuse, recycle, repair, rethink＂ should be absorbed. Land utilization conception should be innovated in the aspects of planning regional development as a whole, utilizing land intensively, strengthening ecological construction, protecting ecological environment, adjusting substitute industry during agricultural structure development and so on. High-effect use and recycle use as well as inherent economy and external economy should be combined together, which offered a kind of new thinking for the substation utilization of land resources.
