Public Hospital Performance Evaluation in a District of Shenzhen City

摘要 以六家医院为调查对象,通过分级层次分析法确定指标体系权重,运用Topsis法对六家医院2003年的绩效按不同级别进行评估。结果显示,三家二级医院中,区中医院绩效稍差。主要原因是医疗质量不高和经营水平较差,建议引进人才和加强成本核算。三家一级医院中,区慢性病防治院绩效较差。主要原因是竞争意识不强,管理意识差,忽视与病人的沟通交流,医药费用较高。建议加强管理,做到“以病人为中心”,控制医药费用的上涨。 Objective This paper surveyed six hospitals in a district of Shenzhen city. Methods Based on literature method, the paper confirms index system and uses stratified Analytical Hierarchy Process(AHP) to confirm the weight of index system. The performance of the six hospitals in 2003 is evaluated by using the Topsis method in different grades. Results The data shows that the performance of traditional hospital in Shenzhen is the worst in three secondary hospitals. The main reasons are bad medical quality and management. Bringing in intellectuals and enhancing the cost - accounting are advised. The chronic disease prevention and cure hospital of Shenzh'n is the worse in three first - degree hospitals. Conclusion The main reasons ascribe to weak competition consciousness and administer idea, ignoring the communication with patients and higher midical expenses. Enhancing the management, regarding patients as the center, controlling the medical expenses raise is advised.
