Analysis on the Characteristics of Generation Projects Construction in Anhui Province during the 10^(th) Five-Year Plan

比较分析安徽省电力发展统计数据,发现"十五"时期其电源建设项目出现分年完成投资极不均衡、电源与电网完成投资比例不协调、建设工期明显加快、工程造价明显降低等特点。这主要是电网、电源发展不协调造成投资不协调,项目法人制、招投标制的工程管理方式促进了建设期缩短、造价下降。

An analysis on the statistics of the power industry development of Anhui reveals that the generation projects construction in the province during the 10^th Five Year Plan presents such characteristics as extreme unevenness in investment completion on annual basis, unproportion in investment completion between generation and transmission, evident acceleration in construction progress, and prominent reduction in the construction costs. The main reasons for these are that imbalance in construction of generation and transmission resulted in imbalance in investment, and that the manner of project management of the legal person arrangement and the tendering and bidding mechanism helped shorten the construction duration and reduce the costs.
