实施和推进我国社会主义新农村建设是构建社会主义和谐社会的重要内容,完善法律制度体系是新农村建设健康、稳定与可持续进行的客观要求和重要保证。我国立法资源配置不合理,服务于社会主义新农村建设的法律供给严重不足,以及在立法理念和立法价值取向上存在的偏差,不利于农村的发展和农民权益的保护,阻碍着新农村建设的推进。必须加强国家宏观层面上的立法,为社会主义新农村建设法律制度的改革与创新创造条件,构建崭新的、完善的社会主义新农村建设的法律制度体系。

It is an important task for constructing the socialistic harmonious society to actualize and vance the socialist new countryside construction. Improving the legal system is the objective requirem and important guarantee to constructing a healthy, stable and durative new countryside. In China, the rational allocation of current legislative resources, the insufficient supply of legal aid in constructing adent Jrthe new countryside, and the unsuitable legislative conception and legislative values lead to a lack of development and protection of peasants＂ rights and interests, and affect the new countryside construction. It must be strengthened that the nation legislate the macro-regulating law to provide, the opportunity for reforming and innovating the legal system, and set up the new and perfect legal system of new countryside construction.
