新时期我国提出进行社会建设和社会管理,构建和谐社会的历史任务和执政要求,标志着我国政府职能和执政理念的重大突破。进行社会建设和社会管理,就是要澄明和守护公共性。公共性是社会建设和社会管理的价值坐标。从"统治"到"善治",既是彰显政治公共性的历史必然,也反映了进行社会建设和社会管理的政治理念变革。

The goal of constructing a harmonious society and the task of social management were proposed for the new period in our country, which indicates a great breakthrough of our government function and the political idea. To construct and manage society, we should understand and defend publicity, which is the main standard of social construction and management. The transition from ＂governance＂ to ＂good governance＂ not only reflects the historical necessity, but also indicates a change of political ideology about social construction and management.
