摘要
基于全国46个城市(其中38个城市位于“两控区”)1996-2005年的面板数据,运用difference—in—differences(DID)模型对《燃煤二氧化硫排放污染防治技术政策》的绩效进行了定量评估。结果表明,该政策的实施对于降低工业二氧化硫排放量起到积极作用,使“两控区”城市年工业二氧化硫的排放量平均降低了19.3%。
Based on the panel data collected from 46 cities (including 38 cities located either in the SO2 Control Areas or in the Acid Rain Control Areas) between 1996 and 2005, a difference-in-differences (DID) model has been established to evaluate the effectiveness of the Policy on Technologies for Prevention and Control of SO2 Emissions from Coal--Burning. The result shows that the implementation of the Policy has posed positive effects on the reduction of the industrial SO2 emissions, resulting in 19.3% decrease of the annual average industrial SO2 emissions in the cities in the SO2 Control Areas and Acid Rain Control Areas.
