新疆三屯河灌溉用水水费征管方法的设想

The Imagination of the Method to Collect and Manage Imgation Water Charge in Santun River

我国是一个水资源十分贫乏的国家，利用水费征管这一经济杠杆促进水资源的合理利用，将是管好用好水资源的一项重要措施。在调查研究新疆昌吉市三屯河灌工区水费征管现状的基础上，提出了对该灌区水费计征，以及建立计算机水费征管系统的意见。并和灌区管理部门达成共识。

Water resource is very poor in China. The economic level by colecting and managing water in rational utilization of water resource is an important measure to manage and use effectively water resoure. The paper put forward some proposals to calculate and collect water charge as well build the collection and management system of water charge in computer. A complete agreement and systematic development of Santun River are presented between Hydraulic Committee of Yellow River and Xinjiang Province on the basis of investigation and research.
