甘青藏区新农村建设中的村规民约论析

On the Village Regulations in New Socialist Rural Construction in Gansu,Qinghai and Tibetan areas

新农村建设的中心任务是经济建设,但民主法制建设,特别是包括村规民约在内的农村基层民主和农村法制建设则是新农村建设的坚强保障。甘青藏区地处西部边远贫困地区,这里地势高耸、交通不便、法律供给不足、法律运行成本偏高。所以,在甘青藏区新农村建设进程中,村规民约依然有着非常巨大的作用。文章分析了甘青藏区村规民约存在的问题与不足,并提出了清理、修订甘青藏区村规民约的思路,以推动甘青藏区新农村建设的顺利进行。

The center mission of new socialist rural construction is economy construction, but the democracy legal system construction,especially the village grass- roots democracy and the village legal system construction including village regulations is strong guarantee of new socialist rural construction. Gansu, Qinghai and Tibetan areas locate in far poor western region side, the geography is towering, the transportation is inconvenient, the law is in short supply, and the law circulation costs higher. So, the village regulations still have a great function in new socialist rural construction in Gansu, Qinghai and Tibetan areas. This article analyzes the problem and shortage of the village regulations in Gansu, Qinghai rural Tibetan areas, and puts forward the way of revising the village regulations in areas to push the new socialist rural construction of these areas progress smoothly.
