摘要
在对污水处理厂BOT项目进行风险识别的基础上,应用层次分析法(AHP)从不同项目参与主体(地方政府、项目公司、咨询公司和律师事务所)的角度对这些风险进行评价,分析得到各参与主体的主要项目风险(招投标风险、融资风险、管网配套风险和政策变更风险),并对这些主要项目风险的控制措施进行了讨论。
Based on risk identification of wastewater treatment plant B0T projects, the analytic hierarchy process （AHP） was used to assess these risks from the point of view of different project participants. The main project risks were concluded, including risks in bidding and tendering, financing risk, network supporting risk and policy modification risk. The control measures for the risks were discussed.
