Creating a green awakening in China——Dr.Xavier Chen talks about energy conservation

为缓解日益严峻的能源资源约束和环境压力,切实推进经济社会可持续发展,2006年8月,国务院做出关于加强节能工作的决定。决定要求,要落实节约资源的基本国策,调动社会各方面力量进一步加强节能工作,加快建设节约型社会,实现"十一五"规划纲要提出的节能目标("十一五"期末,万元国内生产总值(按2005年价格计算)能耗下降到0.98吨标准煤,比"十五"期末降低20%左右),促进经济社会发展切实转入全面协调可持续发展的轨道。为了实现这一目标,方方面面都在努力,中国的节能工作也取得了一定的成效,但同时也面临一些问题和矛盾:节能工作的理论框架有待明确,基本的能源概念有待明晰,对能源特殊性的认识有待深化,节能意识有待真正深入人心。不久前,本刊记者专访了陈新华博士。陈新华博士任BP中国公司副总裁,同时还担任欧盟中国商会能源工作组主席,曾任国际能源署署长特别助理、中国合作部主任等职。陈新华先生多年从事能源管理和研究工作,他以独特的视角对节能工作中存在的问题进行了分析,并对今后一个时期中国的节能工作提出了他个人的观点和建议,希望中国的经济发展走出一条"智叟穿山"之路,实现绿色崛起。

In an effort to relieve ever-greater pressure on the environment and resources,and to promote sustainable economic development,China's State Council made a number of decisions on strengthening energy conservation in August of 2006.China's wide-ranging efforts have yielded considerable achievements in energy conservation, but problems and conflicts remain:a theoretical framework for conservation has yet to be determined,basic energy concepts have yet to be defined,the particularities of energy have yet to be thoroughly understood,and true awareness of energy conservation has yet to enter the popular mind. Recently,our reporter interviewed Dr.Xavier Chen. Dr.Chen is the vice president of BP China and chairman of the European Chamber of Commerce in China's Energy Workgroup,and has also served at the International Energy Agency as special assistant to the chairman and as director of the China Cooperation Department.Involved in energy management and research for many years,Dr.Chen analyzes conservation issues from a unique perspective,and he has his own views and suggestions for the next phase of energy conservation in China.It is Dr.Chen's belief that China is experiencing a period of rapid industrialization,urbanization and mechanization,and is thus facing challenges harsher than those of developed nations in all aspects of energy and environmental safety.For this vast nation of 1.3 billion people, innovative thinking will be needed.While creating an economic miracle,China also needs to create miracles of energy conservation and environmental protection. He suggests a way to achieve energy saving effectively and looks forward to a green awakening in China.
