摘要
国内外绩效管理的研究表明,指标体系的完备性和简单有效性之间存在着明显的矛盾,绩效考评指标体系的设计必须在绩效辨别与考评操作的简易性之间取得平衡。在以绩效辨别为主,操作简易为辅的指导思想下,提出了指标一致性的新概念以及指标设计的一致性检验原则,并给出相关的操作建议。
The Design for the establishment of Performance Measurement System must be balanced between the performance identification and practice availability. Taking account of the performance identification firstly and then practice availability, this paper put forward a new concept of consistency of index for performance appraisal, and the consistency principal for index setting, and then discus the relative issues for the implementation of the consistency principal.
