The new public administration in the democratic administration perspective

基于民主行政理论视角,通过分析新公共管理运动中,政府再造者对政府与其内外部行政环境关系的调整,文章认为新公共管理在追求行政效率的同时,也蕴含着对分权、参与和回应性等民主价值的关怀。

In the democratic administration perspective, through analyzing the adjustment of relationships between government and administrative environment in the new public management movement, this article consider that the new public management pursue administrative efficiency, meanwhile, it also contains concern about the democratic value such as the decentralization, the participation and the response etc.
