冷战后,恐怖主义活动出现了新的特点和发展态势,活动范围扩大,全球化趋势更加明显;犯罪动机复杂,手段残忍,反人类特点鲜明;与邪教组织同流合污,严重危害世界和平与各国国家安全。通过对冷战后恐怖主义新特点和发展态势的分析,从反恐的国际合作、各国内部的综合治理以及如何发挥超国家机构和非政府组织的作用等多种角度,寻求防范和打击恐怖主义的有效途径。

After the Cold War,terrorism activities began to have new characteristics and situations,such as extending the territory,the trend of globalization,complexity of the criminal motivation,ferocity of the means,the antihuman characteristic and associating with evil organizations.All these made the terrorism a danger to the world peace and the international security.Based on analyzing new characteristics and situations of terrorism after the Cold War,through multi-angles：international antiterrorism association,the intestine integrative administration and exerting the functions of inter-countries and non-governmental organizations,this article is trying to look for the effectual approaches to preventing and striking the terrorism.
