To improve the living environment and assure the sustainable development of economy, it outs forward the strategic steps of energy saving, analyses the situation of lawmaking and the existing problems of energy saving construction in our country. Aiming at the existing situation and problems of the code of energy saving construction in our country, it discusses on how to build and perfect the code system of energy saving construction, gives a theory reference to the lawmaking of energy saving construction in our country.
