The Legal Construction on Social Security System for Land-losing Farmers under New Countryside Construction Environment

失地农民的社会保障是当前亟待解决的复杂的社会问题,要从保障农民的根本利益出发,积极探索科学合理的社会保障方式。法律视角下的农民社会保障的实现有两种途径:一是颁布出台失地农民社会保障法;二是推进城乡统一的社会保障体系的建设。但是无论采用其中任何一种途径,面向农民的法律救助体系都是不可或缺的。

Social security system for land-losing farmers is a complex and social problem which is expected to be solved as soon as possible, we must actively explore and establish a reasonable, scientific, social security way for the benefit of land-losing farmers. From the legal point of view, to construct the social security system for farmers has two approaches： one is to formulate the land-losing farmers＇ social security law, the other is to advance the city and countryside unified social security system construction .Whichever approach we are chose, it is necessary to construct farmers＇ own legal rescue system.
