日本信息产业管理体制变革述评

On the Institutional Changes in Japan’s IT Industry Governance

随着信息时代的到来及产业结构的巨大变化,政府管理体制应该做出相应的调整和变革。日本信息产业管理体制经历了一个由政府直接控制到管理和运营分开,进而到管理职能分割、战略与政策分离的变化过程。虽然几经变革,但依然问题重重,难以适应产业融合条件下信息产业发展的客观要求。围绕改革现存信息产业管理体制的问题,日本各界虽然推动之声不断,但是,"分割性多元主义"的政治决策机制严重制约了日本信息产业管理体制改革的步伐。

The information times and the changing industrial structure have made it not unnecessary for the government to adjust or reform its mode of governance. The governance institution of the Japanese IT industry has experienced several stages featured with the direct control at first, then the separation of management and operation, which is followed by the partition of management functions as well as the split of strategy and policy The reforms, however, fails to bring the governance system to the track when the amalgamation of industries prevails. Although there is a strong appeal to the further reforms in Japan＇s existing governance system with regard to the IT industry, the ＂compartmentalized pluralism＂ of the Japanese decision-making system nevertheless constrains the progress of the reform.
