各种规范在"本规范用词说明"中,即便是"宜",也还是要附上一句"在条件许可时,首先应这样做"的解释,惟恐人们越雷池一步。依据法制精神,"宜"只能是属于自由(即自愿选择)的范畴。标准也是良莠不齐,标准制定者应反思一下历年来实行强制性标准带来的一些负面影响。
