以国民经济动员预案仿真演练系统为背景,对动态联盟的理论在国民经济动员中的应用问题进行深入研究。首先分析了动态联盟是符合当前国民经济发展的客观需求的。在企业动态联盟的基础上,引入了动员联盟的概念。介绍了动员联盟模式构建的过程。包括动员联盟的组织形式,盟友的选择,以及运行模型。着重介绍了动员联盟中关于盟友敏捷性的评价体系,建立了相关的评价指标,并运用Delphi法对各个指标的权重进行了计算,最后给出了评价模型。

According to the project of national economy Mobilization (NEM) simulation and training system. This text is been to do the research on mobilization national economy base on dynamic alliance. Base on the analysis of NEM for it's characteristic and current situation. That three aspects explains enterprise dynamic alliance theory from sparse vacancy with efficiency , promptness and value basis is to accord with the objective need that current national economy mobilizes to develop. Then, introduced the organization of the mobilization alliance, and the structure process of mobilization alliance having given out finally detailedly.
