Encouragement Mechanism of Property Right:The Key to Non-governmental Education System

产权问题是民办教育制度建设应关注的重点。本文在对构成产权的所有权、收益权、退出机制三个要素进行分析后认为:民办教育制度安排的关键就是明晰产权激励政策;承认民办学校是"公众产业",其存续过程的收益权与剩余财产分配权应属于出资举办者;要建立积极有效的产权激励机制,来促进民办教育健康发展。

Property right is key to the construction of non-governmental education system. This article, based on analysis of ownership, usufruct and withdrawal mechanism which are the core essential factors of encouragement policy of property right, puts forward： the key to reform of non-governmental education system is to establish a clear encouragement policy of property right; non.governmental education is ＂public sector industries ＂, regardless of the usufruct in the process of maintain ingot the distributive right of to surplus property, all should identically belong to investors; and in order to promote development of non-governmental education, we should establish effective encouragement mechanism for property right.
