民族地区地方院校科技创新平台建设的实践与探索

The Practice and Exploration of the Scientific & Technological Innovation Platform Construction of Local University in Ethnic Areas

十五期间,宁夏大学紧抓西部大开发、省部共建、合并办学的历史机遇,利用科技项目、基础条件能力建设、多方筹集资金等挖掘外部资源的策略和方法,用以加强科技创新平台建设,切实地提高了学校的科研能力。在此基础上,文章提出了提高科技服务地方能力,增强资金吸引力度;加强科技创新平台质量建设,提高投入效益;创新投资体制,提高科技创新平台管理水平的民族地区地方院校高效利用外部资源,加强科技创新平台建设的对策。

During the tenth five - year plan, the Ningxia University seized firmly the historic opportunities of the Development of the West Regions, Ministry of education and Ningxia Hui Nationality Autonomous Region constructing the Ningxia University together, combining the four colleges into a new Ningxia university. Ningxia University utilized the scientific ＆ technological project and construction of infrastructural facilities to strengthen construction of the scientific ＆ technological innovation platform. All these methods of the using the exterior resources remarkably strengthened the research ability of the Ningxia university. Based on all above, the paper pointed out that the Local University of Ethnic Areas should use the exterior resources remarkably to improve the scientific ＆ technological ability of the local regions to attract fund to function, and to construct the scientific ＆ technological innovation platform.
