Eco-hydrological effects of forests and decision-making for forestry development

摘要 从森林的作用层面和生态水文过程的角度总结分析了森林的水文调节、土壤保持和削减洪峰等生态服务功能,并讨论了当前国内外学术界共同关心的增加森林植被会减少径流的问题,认为应综合地评价造林活动和森林植被恢复的影响,但同时应加强森林生态水文基础性研究,强化林业发展和森林管理决策的科技基础,以提高森林植被建设和水资源管理及林业发展综合决策的能力。 The ecological functions of forests, such as hydrological regulation, soil protection, peak discharge reduction, are summarized based on the analysis of eco-hydrological processes and of the forest ecosystem structure. The current worldwide hot topic about the water yield reduction caused by afforestation is also discussed in this paper. It is suggested that the benefits of forest should be evaluated by a integrated approach. However, the basic research of forest eco-hydrology should be strengthened for intensifying the scientific and technical basis of decision making in forestry development and forest management, as well as for increasing the decision making ability in the integrated management of forest vegetation, water resource and regional development.
