摘要
20世纪80年代以来,伴随着新公共管理的产生,西方学界对传统的理性官僚制进行了深刻批判,严重动摇了工业化时期的核心组织原则——理性官僚制。目前,中国的公共组织改革无法超越理性官僚制,行政改革需要建立在比较完备的官僚制理性基础上,方能建立起适应我国国情的公共组织体系。
Since the 1980s, with the rise of new public management, western scholars have profusely criticized traditional rational bureaucracy, and severely shaken the core organization principle of the industrialization period-rational bureaucracy. At present, China' s public organization reform can not bypass rational bureaucracy; instead, to construct our own public organization system, administrative reform in China needs to be established on a more comprehensive basis of rational bureaucracy.
