农村公路社会经济绩效评价体系探讨

Discussion About Social and Economic Performance Evaluation System of Rural Roads

基于农村公路特性分析,探讨了农村公路社会经济绩效评价的要求;运用三维视域内的全景分析法,提出了农村公路社会经济绩效评价的内容;在对西方财政支出绩效评价主流方法进行分析的基础上,探讨了与农村公路特点相适应的社会经济绩效评价方法;结合农村公路受益对象和效益的分析,建立了农村公路社会经济绩效评价指标体系;介绍了研究成果在浙江省"乡村康庄工程"社会经济绩效评价中的应用。

On the basis of the peculiarities of rural roads, the requirements of rural roads＇ social and economic performance evaluation are discussed, and its contents are analyzed by using three-dimensional panorama analytical method. According to the analyses of primary methods of performance evaluation in the Occident, the relevant methods that are suitable for the rural roads are analyzed, an index system owing to the analyses of benefits and objects benefited from the rural roads is put forward. Finally, the application of these theories and methods in Zhejiang Province is introduced.
