摘要
环境资源具有公共资源的属性,而公共事物的治理一直是一个世界性的难题,特别在当前我国环境生态资源日益恶化的背景下,如何设计和实施理性的制度安排,便成为一个前沿性的课题。不断完善法制建设,强化依法保护环境的力度,构建完善的环境法律保障机制是一个必然的选择。
The environment resources have the public resource attribute, But the public thing govemment always is a worldwide basis difficult problem, specially in the background of current environment ecology resources worsens day by day, How designs and implement rational system becomes a leading edge topic. The perfect legislative work, the strengthening legally protection of environment resources, constructs the perfect environment law safeguard mechanism is an inevitable choice.
