Guided by the Viewpoint of Scientific Development,Vigorously and Safely Carry Out Beijing Subway Construction

在总结分析北京地铁近几年发生事故的主要特征及国内外实例的基础上,认为北京地铁新线工程存在任务重、工期紧的情况,如何解决其与施工风险的矛盾成为当务之急。为积极、稳妥、安全地推动北京地铁工程下一步的建设,首先要充分认识新线工程建设的特点与难点,进一步优化、完善设计和施工方案,确保工程施工及环境安全;第二要正确处理工程建设速度与工期的关系;第三要树立北京地铁新线土建工程建设的风险意识,尽快建立落实风险管理体系及风险管理制度;第四要建立以防水害、防地面过量沉降、防坍塌和确保人身安全、确保工程安全、确保环境安全的"三防、三保"安全管理及保证体系。最后给出一些建议。

Features of accidents occurring in Beijing subway during recent years as well as in subways of foreign countries were summarized and analyzed. It was concluded that top priority at present should be given to tackling the contradiction between construction and risks involved since many new lines of Beijing subway are to be built within a short period of time. In order to vigorously and safely carry out the construction of Beijing subway for the following stages, first, the specialties and difficulties of new projects should be well recognized, with design and construction options optimized and improved to ensure the security of construction and environment; secondly, the relationship between construction speed and time limit should be handled properly; thirdly, risk management system and regularities should be established as soon as possible with the awareness of risks fostered in the new line construction; finally, security management and assurance systems should be established to prevent water inflows, undue surface settlements and cave-ins, to ensure the safety of the personnel, project and environment. Some proposals are put forward in the end.
