招投标管理中存在的问题与对策

目前招投标管理中还存在招投标法规不健全,行政干预严重,评标、定标缺乏科学性,投标报价缺乏规范性等问题。针对上述问题,应采取建立和健全法律结构体系,进一步加强招标投标活动的监督管理,充分发挥中介组织功能,完善招投标市场体系,加强评标管理等措施。

At present, there are some problems in the management of bidding and tendering, such as, interfering by administration measures deeply, evaluating and determining a bid without scientific nature, entering a bid and quoting prices without standards, and so on. We should adopt to set and perfect the legal legislation system, to go step further to reinforce the supervising management of the bidding and tendering activities, develop the functions of the media organizations fully, perfect the system of the bidding and tendering market, strengthen the management of evaluating a bid and also with other measures.
