21世纪复杂多变的国际国内形势以及党和国家所肩负的艰巨而繁重的历史任务,都对党的领导方式和执政方式提出了挑战,只有实行依法执政才能使党适应新形势下党的执政条件、任务和环境的深刻变化。坚持依法执政,要树立依宪执政的理念,必须从宪政制度和法律上坚持和保证党的执政地位,理顺党组织和国家政权机关的关系,保证行政机关依法行政和司法机关独立公正司法,实现党对国家和社会领导的制度化、规范化和法治化。

Since the 21st century,not only the complex and volatile world situation that we are facing but also the arduous and strenuous historical task that the Party and the state are undertaking put forward a new challenge to the Party's style of leadership and governance.It is to govern the state by law make our party adapt the profound change of the condition,the task and the environment of the Party's governance in the new situation.Governing the state by law,first of all,the Party should govern the state by the Constitution.We must uphold and guarantee the Party's governing position according to the provisions of the Constitution and the law,rationalize the relationship between the Party and the state power organs,in order to ensure the administrative department to administer by law and the judicial office adopt the law to the cases independently and justly,so that the Party's leadership over the state and the society is institutionalized,standardized and law-based.
