On the Citizen Participation in the Public Policy under Government's Guidance

公民参与公共政策是20世纪后期以来公民参与的一项新内容,它丰富了传统政治参与的内容。公民参与公共政策需要在政府的引导下进行,应做到有序、有效、理性和提升公共政策的公平价值。政府在引导公民参与公共政策的过程中,应通过理念与制度方面的创新主动地为其创造必要的条件,积极地通过各种途径去实现对公民参与公共政策的引导,并通过公民参与公共政策而追求社会的和谐。

Citizens participation in the public policy is a new content that the citizen has participation since 20th century later, it has enriched the content of traditional politics participation. The citizen participation in the community policy need to carry on under government＇s guidance, so it should be the foreword, effective, rational and promote fair value of community policy. In the process of guidance the citizen to participate in the community policy, the government should create essential con- dition through own initiative of ideal and system, positively guide through each way that the citizen participates in the communi- ty policy, and pursue social harmony through the citizen to participate in the community policy.
