试论中国共产党政策制定的输入模式——新视角下的“从群众中来”

On CPC's input mode in policy formulation——New perspective of "from the masses"

根据伊斯顿的政治系统理论,设若决策机制完善,那么输入就成为影响公共政策偏好的决定性因素。我国强势群体与弱势群体力量悬殊,决定中国共产党不能实行西方被动式的政策输入模式,放任二者进行利益博弈,而应坚持"从群众中来",深入群众,主动代表弱势群体利益,限制强势群体对政策的过大影响力,以获得自主性,使公共政策体现公共利益,并在此基础上改革现有政策输入机制,更好地实现"从群众中来"。

According to Easton＇s political system theory, if the decision -making mechanism is improved, then input becomes a decisive factor in affecting public policy preferences. In our country, a wide gap between powerful and disadvantaged groups in their strength determines that CPC can＇ t put into effect western passive policy input model and allow for the competition of the two in interests. We should persist ＂from the masses＂, go deep among the masses and represent the interests of the disadvantaged on our own initiative, restrict the excessive influence of the powerful group on policies in order to obtain self- determination and make public policy reflect public interest. And on this basis we should reform the existing input mechanism to carry out ＂from the masses＂ better.
