The strategic idea of building the innovative country is the latest theoretical achievement that the Marxist have been localized in China. It is the abundant, deepen and powerful support for the scientific concept of development strategy. It indicates that our Party deeply aware the rules of the development of productivity. In order to push forward the o- verall building of innovative country, we should correctly handle the relations of promote the opening - up and independent innovation, system innovation and S＆T innovation, macroeconomic management and innovation, the mainstay of enterprise and system advantage.
