我国局部性公有产权私有化问题刍议

On the Unfairly Pocketing of Partial Public Property Rights in China

局部性行政权力拥有者在改革大潮中的逐利行动,使得我国大量局部性公有产权被非正当私有化,而绝大多数普通劳动者排斥在有效监督和受益范围之外,虽然这种情况得到我国党和国家政府以及社会有识之士强烈关注并有所行动,却未改变问题产生的根源:对这些官员行政权力边界界定不清与约束不力;唯有切实赋予一定主体对局部性行政权力有效规制的权力,才能彻底改变现状。

Lots of partial administrative power owners in China are going after economic interests. It has been causing the pocketing of large quantity of China＇s partial public property rights. And most of ordinary laborers are excluded from the effective supervision and benefit. Although this phenomenon has been concerned by Chinese central authorities, and some actions has been taken to shock those power owners. Yet the spring of the above problem has not been tackled. The border of the power are not clearly cut and restriction is weak. The only way out is to authorize some people and organizations, which can hold in the exercising of powers resultfully.
