摘要
以国内多个城市不同阶段建设的重大桥隧项目为案例,从投资主体、融资方式、政府支持政策和特别立法等多个方面客观揭示出国内重大桥隧项目由"完全政府主导"至"政府引导、市场运作、社会参与"的投融资模式的演变轨迹。提出了国内重大桥隧项目投融资模式创新的建议,可供我国重大桥隧项目的投融资创新参考。
Taking the cases of grand bridge & tunnel projects during different period in different cities in China, from several aspects such as investing subject, financial mode, government supporting policy and special legislation, the author pointed out the evolvement track of the investing & financing mode, from total government dominant to government guiding, market operation and society participation. The advice about the creation of investing & financing mode could provide reference for grand bridge & tunnel projects in China.
