推进云南城镇化发展,既需要促进大中小城市和小城镇的协调发展,形成较为合理的城镇体系和城镇结构,同时更需要针对云南省城镇化发展中的突出问题和主要制约因素,通过非均衡发展来实现云南城镇化发展的战略性突破,通过非均衡发展来推进云南城镇化的快速发展,并最终实现各级城镇的协调发展。区域性中心城市在新时期云南经济社会发展中具有十分重要的地位和作用,有选择、有步骤地推进若干州市中心城市发展为区域性中心城市和大城市,是实现云南城镇化快速发展的关键和重点所在。以产业发展带动人口聚集,以人口聚集促进产业发展,是推进区域性中心城市建设和发展的基本途径。

Yunnan＇s urbanization development needs to promote concerted development of both the big and medium-sized cities and the small towns so as to form a proper city and town system. Meanwhile, enough attention must be paid to the problems and preventive factors in Yunnan＇ s urbanization development. Non-equivalent develop-ment strategy will help to realize and promote Yunnan＇ s urbanization development and will eventually ensure the concerted development of the cities and towns at different levels. In Yunnan, regional central cities play an impor-tant role in its social and economic development. It is suggested to choose step by step a series of central cities at the prefecture level and build them into the key cities, which is the key to the completion of Yunnan＇ s urbanization development. The basic approach to the promotion of such a course lies with the development of industries, which will attract more oopulation and in return, a larger population will promote the development of industries.
