在经济日益全球化的现代社会中,随着人类干预自然、影响社会的能力的不断加强,风险在种类、数量、强度、影响等方面急剧增强。有相当一部分人已被甩出了生产与生活的正常轨道,陷入了困境。此时传统意义上的社会救助已显得苍白无力,因此需要重新构建社会救助体系。

In modem society, with people becoming stronger in interfering the nature and the society, risks are changing greatly in terms of kind, amount, strength, and influence. Quite of the people have been eliminated from the normal circles of production and life, living with hardship. In this situation, traditional social salvage is useless. Therefore, we need to reconstruct a new social salvage system.
