产业政策的总体构想

GENERAL CONCEPTION OF INDUSTRIAL POLICIES

产业政策是一整套以发展为目标,以改革作保证,协调各种调控手段的综合政策体系。本文以我国当前发展战略和经济体制的双重转换为基本背景,讨论了产业政策的基本框架,反思了中国过去及现行的产业政策,并提出了改善产业政策制定的设想。本文的政策建议,将为“八五”、“九五”计划的制订提供参考依据。

Taking development as its goal and reform as its backup,the industrial po-licy is a whole set of comprehensive policy system,which harmonizes many con-trol and adjustment measures.Based on the duel-transfer of China's presentdevelopment strategy and economic structure,this article studies the general frame-work of the industrial policy,reviews the past and present of China's indus-trial policy and sets forth some proposals for improving it.The suggestions willprovide the basis for reference for China's “Eighth Five-Year Plan” and “NinthFive-Year Plan”.
