The paper puts forward the concept of zuge and defines it as the equal,natural or inalienable rights and dignity of a nationality,large or small,strong or weak.Personality is zuge's philosophical foundation and zuge is the abstract personality of a people.In a multi-national country,the full personality of an ethnic minority could not be realized without the guarantee of zuge.For a nationality,zuge consists of the equality in political rights and the cultural pluralism.Derived from the natural rights,zuge theory profoundly reveals the philosophical origin of national equality,autonomy and self-determination and expounds the correct ethnic theory and policy.It provides a new angle for correctly understanding and dealing with ethnic issues,and is theoretically valuable for building the harmonious relationship between different countries or nations and between different nationalities within a country.
