基于路径依赖理论的新农村公共物品供给制度研究

Study on Path Dependence Theory and Public Goods Supply System of New Socialist Countryside

新农村建设关键问题之一是改善农村公共物品供给。长期以来,我国实行政府主导的、以制度外财政为支持的农村公共物品供给体制,限制了新阶段农业和农村经济的发展。本文从路径依赖理论的角度对农村公共物品供给问题进行探讨,认为要建设好社会主义新农村核心在于突破这种路径依赖,建立适合我国农村的公共物品供给制度。

The supply of rural public goods is the key on the building of new socialist countryside.Because of the practice of the government-led and beyond-financial support institution for a long time,the present rural public goods supplying system greatly hindered the development of the agriculture and economy in the countryside.The paper analyses the problems of the rural public goods supplying system and considers that to build new socialist countryside lies in breaking through the path dependence and establishing a series of practical supply system of rural public goods.
