为了使经济可持续发展,必须进行规划环境影响评价。规划环境影响评价的重要性在于从决策源头上防止环境污染和生态破坏,使国民经济的发展进入良性循环。文章以《中华人民共和国环境影响评价法》及《规划环境影响评价技术导则(试行)》为基础,阐述了实施规划环境影响评价的重要意义,分析了当前开展规划环境影响价存在的问题。提出了完善环保部门综合管理职能、提高规划环境影响评价方法的科学性和实用性、充分发挥公众参与作用等建议。
