解决三农问题是我国建设社会主义新农村的主要任务,其中农村剩余劳动力转移是加快社会主义新农村建设的重中之重。如何使农村剩余劳动力突破传统体制的束缚向非农业和城镇转移成为我国学术界研究的热点问题。在转移过程中,人口的素质和技能将成为顺利转移的关键因素。而教育,尤其是农村职业教育,成为解决这一问题的关键。

Solving three agricultural problems is the main mission in building a new socialist countryside. The transfer of rural surplus labors is the highest priority to accelerate the building of a new socialist countryside. How to make a breakthrough in the shackles of the traditional system about the transfer of rural surplus labors to the nonagricultural and urban has become a hot issue in the academic research. In the transfer process, the quality and skills of population will be the key factors for a smooth transfer. Education, especially the rural vocational education, is the key to address this issue.
