论公务员应具备的依法行政能力

依法行政能力是公务员胜任本职工作所必须具备的重要能力,公务员依法行政能力的强弱直接决定依法行政的效率和水平。在依法治国、建设社会主义法治国家的实践中,公务员应具备以下方面的依法行政能力:培养树立正确的法律意识和法治观念的能力;理解法律尤其是理解法律法规条文的能力;灵活运用法律法规的能力;较强的行政执法能力;依法行政的技能与技巧;善于把坚持党的领导、人民当家做主与依法行政统一起来的能力,等。

The ability of administration according to the law is the important ability which the civil servant should have; the ability of administration according to the law decides directly the efficiency and level of the administration according to the law. The civil servant should have such abilities of cultivating the correct law consciousness and concept especially understanding law term, managing exactly law, strong administration and executing the law and so on.
