摘要
国家与社会关系的变化必然导致政府形态的变迁。改革开放前国家与社会高度融合的关系决定了中国政府的形态只能是全能型政府。改革开放后,国家与社会关系开始调适,政府形态随之转向经济建设型政府。随着社会的逐步发育,政府形态逐渐向服务型转变。建设服务型政府面临挑战,需要政府改革和创新才能完成转型。
The changes of state and community relations will inevitably lead to changes in the morphology of government. Before the reform and opening up, the Chinese government＇s only form was dance-oriented, which is determined by the high integration relations between the nation and communities. After the reform and opening up, the state and social relations began to adjust, and the government has since shifted to an economy-development-oriented government. Along with the development of the society, the government is gradually changing to service-oriented. Building a service-oriented government is facing challenges, and can only be accomplished by government reform and innovation.
