Third plenary session of the 16th central committee of the CPC points out the outlook of comprehensive, sustained and coordinated scientific development of putting people first. The outlook of scientific development is the heritage and creation to the developmental connotation, gist and nature of the developmental theory of Marxism, and a significant breakthrough as well. It comes down in one continuous ＇line with the developmental theory of Marxism and advances with the times, enriches its connota- tion, opens up the train of thought, and reflects the clear- cut features of the times.
