摘要
目前众多的企事业、集体、个人纷纷通过各种渠道进入电力市场,由于各建设单位的管理水平参差不齐,加上各级政府管理跟不上,导致形成了开发的无序性、管理的混乱性、投资的盲目性、收益的不确定性等问题。我们可以从以下几个方面来严格工程项目的建设管理:提高中小水电建设的前期工作质量,加强施工过程工程质量及安全、投资控制的监督管理,积极取得地方各级政府、各取能部门的大力协作和支持。
At present, a large number of enterprises, institutions, communities and individuals, through various channels, have entered the electricity market, uneven level management construction units, coupled with poor management of governments, has caused a large amount of problems such as disordering development, confusing management, blinding investment, uncertainty of income arid other issues. We can strict construction project management in following aspects: elevating the quality of initial work of intermediate and small hydroelectric station, strengthening the quality and safety of construction, controlling investment, and actively obtaining supports and collaboration from local governments at all levels.
