我国地方公共卫生支出区域公平性实证研究

Empirical research into regional fairness of public health expenditure of China

公共卫生从性质上讲属于具有较强外部正效应的准公共物品,具有典型的非排他性,因此主要应由政府提供。在我国公共卫生主要由地方政府提供,但由于我国现行的财政体制存在着许多问题,使得公共卫生支出在不同区域以及城乡间存在着不公平的现象。应在公共财政下构建与之相应的公共卫生支出体制。

The public health belongs to exact public para-product with stronger positive external effect and with typical nonexclusion and should be mainly provided by governments. In China, public health is maiuly provided by local governments, however, because there are many problems in current financial system of China, the unfair public health expenditure between different areas and between urban and rural areas exists. According to the problems in current local public health expenditure, this paper holds that the corresponding public health expenditure system should be constructed under public finance, which is of great significance to improving the imbalance situation of public health expenditure at different places, to promoting economic development, to improving healthy level of the masses and to constructing socialism harmonious society.
