The commence of the strategy to rebound the old industrial bases in NE China offers a gold chance to develop the warranty industry. To understand and take this strategic opportunity will promote greatly the sustainable development of the warranty industry. This paper, based on the practical operations in rebounding the old industrial bases in Heilongjiang, presents some views on synchronously developing the warranty industry.
